Our team of experienced engineers and designers specialize in the fields of power, lighting, communications, instrumentation and control systems, and rail systems engineering including traction power, OCS, signals, corrosion control, and systems integration.

Company History

Elcon Associates, Inc. opened its Portland office as a minority owned firm in 1975 with just two employees including president and founder, Inder Chawla. Our original portfolio consisted of performing power distribution projects for electric utilities and hydroelectric power generating facilities.Today our firm has its corporate office in Beaverton, OR and branch offices in Seattle and Lynnwood, WA and employs more than 30 full-time professional staff, and works for some of the largest public- and private-sector clients in the region.

Elcon’s earliest clients included the Bonneville Power Administration, which hired us to design high-voltage substations, and the U.S. Army Corps of Engineers, for which we provided electrical design for hydroelectric projects at Bonneville Dam, the first federal hydropower plant on the mainstem of the Columbia River, and other hydropower plant project locations in the Columbia River Basin.

Rail Transit Services | Rail Transit Clients

Since the design of the TriMet Banfield MAX line in 1981, Elcon has been working on virtually all major West Coast rail transit projects for agencies including LA Metro, BART, San Jose VTA, Sacramento RTD, Seattle Sound Transit, and King County Metro Transit Division, and other rail transit projects for Disney World, AMTRAK, Dallas Area Rapid Transit (DART), Houston Metro Rail, and Denver Regional Transit District.

Over the years, Elcon has expanded our electrical engineering services to offer services for water and wastewater infrastructure, educational institutions, transportation agencies, and local municipalities.

Kinh D. Pham, PE, who has been with Elcon for over 40 years, is the second president in our company’s 45 year history.

As a company, we look toward the future of public infrastructure as we continue to expand our reliable and sustainable electrical and systems engineering solutions for generations to come.

Community & Diversity

As a minority-owned engineering consulting business, we should not be settling for the status quo as defined and point allocated through good faith efforts. We need to be on the forefront testing the limits of our capabilities and trying out new ideas that will likely increase the benefits for our community as a whole. As of Juneteenth 2020, Elcon is committed to undertaking the following steps to promote equality and equity within our Pacific Northwest communities.

  • We will be enacting an annual $1000 college scholarship award directed towards BIPOC students pursuing a degree in electrical engineering.
  • We will increase our involvement in associations promoting minority-owned businesses including Oregon’s Association of Minority Entrepreneurs and their high school youth program.
  • We will match employee contributions to organizations focusing on furthering equality and equity within the BIPOC community.
  • We will team up with Portland’s K-12 school programs to encourage and promote engineering and design to at-risk youth.
