Elcon Associates, Inc. (Elcon) is looking for a senior quality engineer that will assist in the management of the quality processes for the project, perform miscellaneous audits on the contractor’s activities, support and steer the construction engineers and inspectors in documenting quality issues to resolution, and help manage the relationship with owner’s quality department. The role is Seattle based, and will involve most, if not all, of the time spent in field offices. Experience in light rail construction is highly desired.

Responsibilities include, but are not limited to:

  • Provide assistance to construction manager and resident engineers in office engineering functions.
  • Coordinate, review and assess contractor submittals including equipment manuals, training manuals, asset data collection, and others.
  • Review and process as-built documents and contractor’s as-built shop drawings submittals for conformance to Sound Transit Design and Construction standards.
  • Assist construction manager, resident engineer with reviewing contractor’s quality compliance with approved contract documents.
  • Assist in safety certification process including preparation of Safety Certification checklists and coordination with the Contractor.
  • Prepare and assist in handover to Sound Transit project records including field punchlists, equipment manuals, as-built documents, test reports, etc.
  • Inspect contractor’s Daily Inspection Reports, Materials Receiving Reports, and work sites Play of Day documents to monitor contractor quality process.
  • Assist in preparation of weekly and monthly construction progress reports.
  • Understand and comply with both client-specific and Elcon standards and preferences.
  • Communicate effectively with the client representatives.
  • Understand national, Washington state, and local energy codes.

Education / Experience Requirements:

  • Associate degree (BS preferred) in construction management.
  • Must demonstrate strong ethical behavior while striving to produce quality work within project budgets and schedules.
  • Minimum 7 years in CM services with at least 1 year in rail and transit projects.
  • Proficiency in MS Excel and Word.
  • Strong background in quality management such as previous quality management roles.
  • Must be a self-starter, be a highly motivated team player, and able to work under time constraints.
  • Excellent written, verbal, and interpersonal communication skills. Must understand the value of client satisfaction.

Elcon Associates, Inc. is seeking a senior electrical engineer to work out of our Beaverton, OR office.

Responsibilities include, but are not limited to:

  • Supervise and prepare design and provide guidance in developing of the following substation outdoor drawings: General Arrangement, Electrical Equipment Plans, Section Views (Elevations), Detailed Bills of Material, Lightning Stroke Shielding Plans, Grounding Plans, Conduits, Electrical Connection and Grounding Details, Underground Conduit/Raceway Plans, and Control Building Equipment & Cable Tray Layout.
  • Supervise and provide design or assist in preparing and developing the engineering deliverables including one & three-line diagrams; relaying and metering; AC/DC schematics; control and relaying panel layouts and equipment wiring diagrams; auxiliary system design including batteries and chargers, AC & DC load centers, conduit, and cable sizing.
  • Lead technical discussion with customers or peers explaining the issue/problem as well as the decision process behind the solution.
  • Provide oversight/guidance to junior engineers.
  • Possess social and communication skills necessary to integrate into a team, as well as effectively communicate with peers and customers.

Required Qualifications:

  • Bachelor’s degree in Electrical Engineering from an ABET accredited curriculum
  • 10+ years of related experience
  • PE licensure preferred

Elcon Associates, Inc. is seeking a senior electrical engineer to work out of our Beaverton, OR office or remotely from the San Francisco Bay Area, CA.

Responsibilities include, but are not limited to:

  • Provide technical, managerial, and supervisory direction for projects in various market segments.
  •  Perform technical activities including, power systems studies, low and medium voltage distribution design for rail transit and water & wastewater treatment facilities. Experience with high voltage substation design is a plus.
  • Provide supervision and direction for the preparation of construction documents including drawings, calculations, reports, specifications, and construction cost estimates.
  • Work with marketing and business managers and other technical discipline leads in developing technical proposals and have a proactive role in marketing.
  • This senior position provides the opportunity to manage, mentor and grow a strong team of dynamic engineering and design staff working on large and complex projects.

Required Qualifications:

  • Licensed Oregon or California PE with 10 – 15 years of experience in heavy industrial and/ or rail transit. California rail transit experience is strongly preferred.
  • Previous experience with consulting engineering firms is a must.
  • Excellent written, verbal, interpersonal communication, and management skills.
  • Must demonstrate strong ethical behavior while striving to produce quality work within project budgets and schedules.
  • Must understand the value of client satisfaction.
  • Able to meet challenging deadlines.
  • Self-starter with sound judgment and decisiveness.
