Elcon Associates, Inc. (Elcon) is looking for a senior quality engineer that will assist in the management of the quality processes for the project, perform miscellaneous audits on the contractor’s activities, support and steer the construction engineers and inspectors in documenting quality issues to resolution, and help manage the relationship with owner’s quality department. The role is Seattle based, and will involve most, if not all, of the time spent in field offices. Experience in light rail construction is highly desired.
Responsibilities include, but are not limited to:
- Provide assistance to construction manager and resident engineers in office engineering functions.
- Coordinate, review and assess contractor submittals including equipment manuals, training manuals, asset data collection, and others.
- Review and process as-built documents and contractor’s as-built shop drawings submittals for conformance to Sound Transit Design and Construction standards.
- Assist construction manager, resident engineer with reviewing contractor’s quality compliance with approved contract documents.
- Assist in safety certification process including preparation of Safety Certification checklists and coordination with the Contractor.
- Prepare and assist in handover to Sound Transit project records including field punchlists, equipment manuals, as-built documents, test reports, etc.
- Inspect contractor’s Daily Inspection Reports, Materials Receiving Reports, and work sites Play of Day documents to monitor contractor quality process.
- Assist in preparation of weekly and monthly construction progress reports.
- Understand and comply with both client-specific and Elcon standards and preferences.
- Communicate effectively with the client representatives.
- Understand national, Washington state, and local energy codes.
Education / Experience Requirements:
- Associate degree (BS preferred) in construction management.
- Must demonstrate strong ethical behavior while striving to produce quality work within project budgets and schedules.
- Minimum 7 years in CM services with at least 1 year in rail and transit projects.
- Proficiency in MS Excel and Word.
- Strong background in quality management such as previous quality management roles.
- Must be a self-starter, be a highly motivated team player, and able to work under time constraints.
- Excellent written, verbal, and interpersonal communication skills. Must understand the value of client satisfaction.
